There is no reset button in the way you are thinking of a reset button. However because the TV is responding with a blue screen this means that the tuner input might have been damaged by the power surge. Have you tried to see if the tuner can pickup analog channels? turn the TV to a station that is normally strong in your area and see it the station can be picked up. If it can the tuner is working and the problem might be in the connection, if this test fails then I would assume that the tuner is bad and needs to be replaced.
