Sorry for the delay in my reply. But I would think that simply grounding the parking brake wire would be the same as not connecting it at all. I'd say it needs a signal from the vehicle that the vehicle is actually parked before it will allow operation.

Definitely sounds like a wiring problem. That would be my first stop. Check all the wiring and make sure the right wires are wired to the right spots.
