I have checked the stop light fuse under passenger side dash and I can over ride the shift lock to get into gear but not with out the shift lock over ride.

Most likely the stop light switch is to blame; it's either failed or is very far out of adjustment. This is especially common in Hondas... They're a manufacturer that uses the brake light/ stoplight switch to control the brake lights, shift lock and even cruise control. That's probably your point of failure. The good news is that it's easy to get to and fairly inexpensive, it's located right above the brake pedal pad on the front side of it.
I am inclined to agree. Last week I had the reverse scenario... Brake lights stayed on even after truck was turned off. Wiggled the brake pedal a bit and ensure nothing was obstructing the plunger on the switch and the brake lights went off and continued working until today when I noticed the shift lever couldnt go into reverse or park. So I guess its a safe bet the brake light switch has failed. Thanks for the response Plemmons.
You're very welcome. I hope this is the fix and solves your problem!
