Braun 8585 shaver, charges fine, cleaning cycle acting strange where it thinks the razor is clean, but it is not. When new it cleaned at some level every time put in the cleaning base. Now it very rarely cleans and lights as clean most times. Is this a shaver problem or a base unit problem? What is the fix?

The problem is the base, not the shaver. Most likely, the circuit board inside the base has gotten wet and is damaged. If this is the case, it will need to be replaced. You will find a replacement at shaveroutlet.com. See link below
