Most of the time, when the problem is NOT the primer bulb, then it IS the gasket behind it. Sometimes, an easy way to see if there is a blockage (at least on the primer bulbs that have a little hole in the center) is to stick a tiny red tube directly into it and give it a shot with carb cleaner. Could be diaphragm has split or pump spring out or carb fuel pickup tube is pluged.
Remove 5 screws that hold carb to fuel tank. Carefully seperate carb from tank. The pump spring maybe loose so dont lose. Check fuel tube is not plugged.
The diaphragm has to small flaps that at as check valves that may not be seating.
The diaphragm and gasket are under $10 delivered off eBay/Amazon so just replace.
Be careful you dont overtighten screws on reassembly. They easily strip out threads in tank.
