Please state the make and model. But if it is any Vivitar model then like all budget tripods spares simply aren't available.
You either make a claim under the manufacturer's one year warranty or you chuck away your tripod and buy either another budget model or invest in a quality brand which does have spares support.
The only other option is to see if a friend or relative has an engineering workshop and can fabricate spare parts for you from scratch. It's likely to be a straightforward job, but not one which is worth paying for.
