For what I can understand you mean you can't control the on/off of the blower motor nor the actuator motor who controls the flow of air thru the defrost, front or foot vents.
Something like that happened to my 99' Intrepid. Your problem is the Heating & A/C Control Assembly. I got mine at the junk yard for $25 and is been working fine since last summer.
The good news is that is not too hard to replace it.
First - Disconnect the negative battery cable from the battery.
Second - Carefully pry the instrument panel center bezel out. ( It is held on by some clips.)
Third - Pull the control assembly back and disconnect the electrical plugs, then remove the bezel and control assembly out as a unit, from the instrument panel.
Four - Remove the screws holding the control assembly from the bezel. Swap control assembly and reverse removal steps.
Note. When installing the bezel back, be sure to align the retaining clips with their respective holes before snapping it into place.
