c light does not come on when depressed or engage the ac, replaced blower, same issue, replaced resistor same issue
Is there a common denominator between the a/c and blower motor not working. Fuses check out ok-no power to 2 fuses #28 & #35. chilton electrical diagram shows heater relay, but not where it's located to test. blower motor works directly connected to battery - so really need a wiring diagram of where the relay is located if chilton's is correct

These can be scanned for codes. The controller is a computer and will throw codes. Does the controller have any lights come on, besides illumination? If not, Could be a bad connection at the plug, no power to the plug, or the controller just died. Could be a bad ground also.
2 plugs-1)ac & 1)blower speed. no power to either. since both fuses in the driver's side do not show power/ground with test light I was guessing a bad ground-just not sure how to check for a bad ground
No power is the problem. If these are the only with no power, I would check fuses under the hood first. It could be there. If you many fuses under they dash with no power( key on, with the exterior light switch on, all should have power except the crank/starter fuse) then it is possible the fuse panel that is bad. This is where you need electrical diagrams. If you want to check and see if the blower,A/C works. Run a wire from the battery B+ to the biggest fuse. I don't recommend you keep it this way.
Did you check for voltage at applicable fuses? Even if fuse is good if no voltage at fuse circuit, the circuit is still dead. Use a test lite to check for voltage.
There a blower motor relay, hopefully your fuse box cover will tell you which relay is which? If not, your owners manual may have this info? I'm not saying the relay is faulty, have check relay circuits for voltage and ground.
