If it's not blowing cold air it could be for these reason...
1... it has a low charge. generally if the high pressure switch in the unit detects a low charge it will shut the compressor down to prevent it from seizing up.
2 you have a leak...once again the sensor in the system will shut down.
3 debrie across the condensor... you have to have airflow over the coils and fins of the condensor to disapate the heat thus providing the cool air that the fan blows.
4 the thermostic sensor is bad. this is responsible for the adjustment of how and when the compressor runs.
Unfortunately because a/c units for residentual and commercial use a freon based refrigerant you have to be liscense to repair the units. so my suggestion is to contact a certified HVAC technician to work on your unit
Not familliar w u unit, but ref is a redundant operation. the inside blower (fan) is not running but mabe it is? and cant move air because the coil is blocked (debris dust)?.someone will dissasemble (expose) u indoor unit and that where troubleshooting begins. that takes a little mechanical knowledge n if u have what it takes?, than google the mfr & model # to obtain a service manual. all u answers lie whithin such manual.
