Yes is the simple answer, If you have a gas water heater then the stat (thermostat) is located right at the front of the water heater and has heat gauge levels plus it should say Very Hot- Hot- ETC.
On the Electric water heater there are two doors on the face of the water heater and they are held by two screws-take them out and there should be a stat that has temp settings on it, you may have to pull a little insulation out of the way. http://www.water-heater-repair-guide.com/waterheaterthermostat.html
