Yes, of course you "can" !!!! Since it is cold, (not heated), you should be fine. However. If your part of the country has ice or snow, or even sometimes a lot of water, you might consider using: 1) strong ties (thicker), and 2) many more ties than you might think you need. If these don't hold, there are stainless steel band clamps you could buy and use. God bless your efforts.
