I would advise against vinegar. It is a weak acid which may have an adverse affect on your plumbing, spa & jet surfaces even if you intend on draining the spa for cleaning. I doubt it will be able to cut the mineral build-up anyway.
Here are two ideas Scale preventer or Jet Cleaner which work well on acrylic spa's. Just check with Roto-Dreamaker first to see if they will be okay on their plastic. If you want to try something else before buying those try using a mild non-abrasive, non-sudsing cleaner with a soft cloth or nylon type scrubber to the build-up. Also try baking soda either option should be okay for the plastic.
The cause of the build up is not usually owner related but the water chemical composition in your area. Your local pool/spa store will have the best advice for your local water chemistry.
