The HT1000 change to narrowband depends on the generation of HT1000 you have. If a model made since the year 2000 (or so) it should be able to be either programmed or converted. If it is a pre-2000 (or so) model, it will not be capable.
Programmable narrowband can be done by any authorized Motorola dealer. Conversion to narrowband requires components in the radio to be changed by a qualified electronics technician using approved methods, not necessarily available at every dealer.
