If the modem light is blinking it means that there is activity, so this is normal.
However, the globe/internet light needs to be solid green. If it is blinking it means it is attempting to connect to the internet.
Make sure first that the internet connection is working when directly connected to the modem. If yes, then the router might not be configured properly. To check the configuration on the router, access the setup page by using a web browser. Type 192.168.2.1 in the address bar.
By default the password should be left empty.
Once in the setup page of the router, go to Internet WAN. Select the connection that your ISP is using. Either, PPPOE (requires a username and password from ISP) or Dynamic, (the settings are obtained automatically from the ISP). If you are not sure, contact your ISP.
