All that is wrong is that (if on a slope) the weight of the car is resting on the parking pawl in the gearbox. Taking the weight off the pawl will allow the car to come out of park (push the car uphill few mm, even just rock it, that's all it needs
Or I also heard of jacking the rear of the car up and turning the wheels that way
This could be due to a known problem with the linkage for the parking pawl. Jaguar have issued a bulletin on the problem which occurs with the S Type from 1999 to 2001. The gear selector becomes stuck in park if the car rolls forwards or backwards to rest on the pawl, and the linkage bends very easily if you strain to release it. As a result of this, there can be problems with the switch which allows the car to be started so I suggest you investigate this. It's not a cheap job to rectify I'm afraid!
