Have you set a BIOS password? Beside not letting you enter the BIOS configuration utility, can it boot properly and run applications? If so, visit the Toshiba support site for your region/country and find out if there is a new version of the BIOS program. If there is a new version use it to flash the BIOS. That may solve your problem.
