That's not good. To fix the problems you need the door panel off. You have 2 options. Remove the drivers seat and remove the panel. It might break if there are screws around the outside edge. Or just tear the panel out. Being it's a 98 and if were mine. I would find the panel first, then tear it out. I've tired it all. Usually on older cars, the nuts/bolts break on the seat brackets. Rust. That's a whole other problem in it self.
