I don't think these two problems are related. check the coolant level when it cold bleed the cooling system if need it check the power steering fluid level and check to see if there is any leak
The issues are not related. You may have caused another problem as you worked on the car.
First heat.
I assume the engine is not overheating. But check simple things first. Remove the coolant reservoir cap, run the engine and check for flow. If not flow you have an airlock.
Run the heater and turn the blower on. If you have air blowing and her hear the blower we know you have half the system working. If no air flow check the fuse. If still no air ask again and I'll explain that one.
So we have air and no heat.
Run the engine to warm and touch the heater supply and return hoses. These are the two the run from the top of the engine to the firewall and into the car. They should both be hot.
If hot you have an airlock in the heater core created by the lack of coolant in the system. This usually clears under normal running by pressure in the cooling system. If not ask again and I'll explain in detail.
============================================= Power Steering.
This one is simple.
Turn the front wheel forward. Check the brake fluid level. Add if needed. Run the engine letting it idle check again. Add if needed.
Still soft steering?
Bleed the system. Open the reservoir. Run the engine and turn the steering side to side without hitting the stops. This will pump air from the system. Top fluid as you go as needed.
