Car won't turn over, has power to dash from ignition
1990 Cadi Fleetwood 4.7 automatic. Parked in driveway and the next day it wouldn't start. Charge light did come on and off while driving earlier. No clicking from starter. Alternator less than 1 yr, battery tests ok. Starter cranks with screwdriver but did not start. Appears to be power to the starter relay using a volt meter. Wont' start in neutral and backup lights come on. Attempts made using different positions of tilt wheel. Only have one key and it was cleaned to remove any residue. Checked all fuses under driver side dash. Unsure where or which fusable links to check. Unable to locate a maxi fuse under the hood.
Any suggestions would be greatly appreciated!

Ignition switch. the one in the column where the key goes into. not exactly an easy replacement due to the airbag location as sometimes the mount screrws for the key switch retainer will be between the wheel and the column assembly requiring the wheel to be removed.
