You said you cleaned the carb but did you make sure you cleaned all the circuits including the air passages. Plus if it has a accelerator pump make sure you take that apart as well. a lot of the time the pump diaphragm deteriorates and it will seem like it's working but it actually isn't doing anything. Once you're done with that check that check the vacuum diaphragm. and easy check is to lift up the slide and release it. It should fall once released but it should fall at a slower rate than you would expect. It it's not then I would check that diaphragm for holes. Also if your air fuel screw is uncovered. The factory setting is typically 1 1/4 - 1 3/4 turns out from being seated all the way in. Not sure if it helps but that's what the running issues sound like to me. Hope it helps.
