Too vague bud, but for excess fuel, ordinarily I would say the float level is too high, or the float sticking, or fuel enrichment device stuck on, or pipework connected to inlet manifold/crankcase breather blocked.
Or, you mention shaft service kits. If you adjusted the throttle valves, Is it possible you bent a shaft, or set the throttle plates incorrectly, or realigned the linkage to the choke plates wrong?
