Sounds like tstat is wired wrong or possibly the contactor relay has fused shut outside. if you can stop the system from running at the tsat it is usually a problem with the t-stat
if you cannot shut off the outside unit without turning off the power at a breaker than usually the contact relay needs replacement
PLEASE BE CAREFUL TURN OFF TSTAT AND BREAKER TO OUTDOOR UNIT BEFORE OPENING THE PANEL THERE IS 240VOLTS IT CAN KILL. with the breaker and tstat off the pads should be seperated, if not it is fused. sometimes they can release but it will look very burnt and possibly have broken pads.
My guess is the relay switch has gone bad. It's easy to replace, but you MUST shut off all power sources to all unit parts.
