I would say if the filter was bad enough some of the foreign materials (particles the filter should capture) may have went on down the line.
the "clean filter" indicator is most likely activated by the volume of flow. So when the filter is full the flow is reduced in turn the "clean filter" comes on.
so if filter has been replaced and there is no reset button try backflushing the lines. If the lines have built up blockage your flow will stay low and the "clean filter" will stay on.
on these lines there may be bends and turns most likely to have build up in these areas restricting your flow
