Circuit breaker only half working - reddish flag?

We have purchased a remodeled 1975 condo and had a complete house inspection performed. All was fine. We recently had an electrician come out and add a heater and a couple extra outlets.Everythings been fine. The problem is:
The curcuit breaker that handels my kitchen/hallway lights and my garage light,suddenly, the kitchen/hallway lights don't work but the garage lights do. The breaker does turn on again after switching to off. Finally, the top of the breaker has a red/orange flag of somesort protruding up. Does this mean the breaker can just be replaced or do I need to have an electrician come out to look for further problems. Everything else in the house works fine. Thanks for your advice.

A red indicator means a circuit overload has tripped the breaker. You mentioned a heater? Does the circuit tripping coincide with the heater running? There may be too much load on that circuit.
Contact the original electrician to see if he will come check it out ( licensed, reputable electrician should have no problem with this). If he gives you the run around, find another. Was any aluminum wiring found in the home inspection?
What is the difference between BR breaker and ordinary breaker? Can a type BR breaker be replaced with an ordunary breaker?
