I am assuming that the cable is adjusted properly. It should have +-5mm of freeplay at the lever when pulled. If the unit has been sitting this is not uncommon due to the plates sticking together from rust from condensation moisture inside the engine. especially in a humid enviornment. You can try riding the bike in first gear with the clutch pulled in snap the throttle open and closed quickly and repeatedly to attempt to break the plates free. Be care full and attempt in an open area where there is plenty of room. It can be a wild ride. If this does not work the clutch will need to be dissassembled, cleaned and reassembled as necessary. Also will need an oil change.
