This is the sign of a damaged or dead battery pack. they can be rebuilt at Batteries Plus or replaced. I would also try alkaline batteries in the radio before spending money on new battery packs. Most rechargeable battery packs must be kept charged regularly, and should be fully discharged before recharging, or they will be damaged and end up with a limited lifespan. IF you are handy with a multimeter you can check to see that the charger is putting voltage out by placing the probes on the contacts while it is plugged in. especially if the cord is twisted or looks stretched, but generally it is the battery not the charger.
