Hi Although TOLHamRadio would be correct with regards to the frequencies you require in order to listen into transmissions etc, this link might help you out with the general working of the unit and some of its functions incase thats what you need..
Do you mean the frequencies to listen to, or how to program it. Radio Shack has the programming directions, but the frequencies are local to you. This is not a digital scanner nor a trunked scanner, in which case, if your local PD/FD switched to a trunked system or digital trunked system you will need a new scanner. You should be able to program in your local weather radio channel, like 162.550 to test the unit though.
