Restarted both systems. Look at other settings from other mailbox and they all have the same settings. Called the carrier, we can make outgoing and receive incoming calls. When leaving a voicemail in the mailbox, it is suppose to call a cell phone listed, but does not call out. However, the voicemail message is still in the mailbox and the carrier stated that they did not see the voicemail system call out to a cell phone.
