Could possibly be either. If you have access to multimeter with the capacitor check function you can test it or look at the capacitor. Sometimes they look like they have expanded when they go bad. You can also ohm the compressor windings to see if they are good. I don't know exactly what the resistance will be but it should be more than 0 and less than 100 ohms. Connect 1 lead of the meter to the common leg then check the run leg and then the start leg. Let me know what you find.
