The vehicle has to get very hot before the fan will come on, around 215-220 degrees it is controlled by the vehicles on board computer. The coolant sensor reaches it's set degree and the computer grounds the relay to turn the fan on. Some things to check are the power to the relay ( 2 power wires ) the fan itself by checking the ground and or applying power to the fan, keep fingers way when trying this. Do you have any check engine lights. This could be an indicator that there is a sensor problem. Check coolant level.
