the lever just actuates the switch located on the brake housing itself if you engage and disengage the lever you should be able to see the tiny switch rocker move now if the switch is bad you will have to replace the whole brake assembly the clicking sound could be coming from the gearbox but I have found that if you check ur tires to make sure there is nothing wrapped around the axles and also look to make sure the tires don't have a gouge in one of them cause this can cause a noise as you drive. If worse comes to worse I would contact the provider that sold you the scooter and see if they can check it for you. Ok now I understand The clicking sound you hear is the brake sloenoid engaging when you press the throttle lever that means it is working however the brake pad could be dragging or stuck to the motor housing not allowing the scooter to move. Try turning on the scooter and engaging the throttle without you seated and try to push the scooter. Remove the seat and the shroud covering the batteries find the freewheel lever and it will be attached to the lever mounted on the rear of the motor
