IF the CPU cooler is speeding up to full and nothing else goes on then you will have either a memory, cpu or motherboard issue.
Clear your cmos (search goole for the link to the manual) and try again. If it still persists. remove all memory then start the system. if you get memory error post beeps then the system board and cpu are generally good. Try 1 stick at a time or new memory and see if it works.
After that if nothing remove the optical drives and hdds from the system. see if you get anywhere.
if you dont' get past the memory part then it would either be all bad memory in your posession or memory controller on the motherboard.
