The only way to fix it without basically replacing the whole computer would be to replace the CPU cooler but that might not even be possible. You can try cleaning out the case to get rid of the dust. In any case the CPU has to work harder to decode the video which will cause it to heat up which in turn causes the cooling fan to spin faster.
