Crt montitor i have a mecer monitor it's not responding to power you plug in the cable and you can hear crackling from the cable showing it has power but the screen does not switch on i changed the fuse but still the same

Sounds like the power supply regulator is shorted or the high voltage protection circuirty is acitivated. If you know electonics you can identify the power regulator by a large heat sink. There may be more than one large heat sink. So get the numbers/letters off of the part and google it to determine if it is a regulator. With an ohm/volt meter you can check the regulator, it's output should be near approx. 130 volts ac. If the fuse is being burned open you need to locate the short. If you don't know electronics please save you own life and stay out of the monitor. The red lead that goes to the CRT can have as much as 30,000 volts and the CRT stays charged even when the power plug is removed.
