The cleaning blade just keeps the drum clean. Is the copier on a level surface ? The toner can slide to one side if not. The machine also has a charge wire in the drum unit that needs to be cleaned. To clean it there should be a blue handle that you will pull toward you and then push back into place. Try that and good luck.
