Dirt does not collect in container....collects in filter area
When my wife vacuums, the dirt doesn't go into the canister....the dirt collects at the top where the foam-like filter is...what could cause this?

Small Filter at bottom of cannister may be clogged. Not letting enough suction draw dirt down.
