Dodge caravan 1996 During cold weather wiper malfunction
Dodge caravan 1996 During cold weather minus 5 degrees Centigrade the wiper arm does not return to its original state of rest when switch off ,instead it position it self sometimes midway of the windshield or at the far side of the windshield also the intermittent position does not always cycle correctly. What is causing this problem?

Sounds to me like the "parking" contacts inside the wiper motor have broken off / worn.
Needs to remove wiper moter / dismantle to inspect. (On some models you can purchase these contacts.)
The self park ,its inside the gearbox of the wiper motor
