I am experiencing the same thing. My neighbor has a 400,000BTU Hayward heater that's on a timer and everyday I hear it kick-on and in the evenings as well. The humming is inescapable in my unit. Unfortunately, I'm going to have to move. I cannot stand it. Fortunately, I'm renting and this hastened my search for a home purchase. I talked to the neighbor's pool tech "The Pool Doctor" and he confirmed that the noise is something that you have to live with as he said that he was not allowed to reduce the pressure of the heater, which might reduce the humming and noise.
You can use a portable Noise Barrier Fence product. Find out more about the material and the product information within the link to know which one that meets your site condition. I think the product fits to indoor or outdoor sites.
