Dry vac will **** water normally, than the motor makes a higher pitched sound and stops suction. Does this have anything to do with the filter si since it is in bad shape and hasn't been replaced?

No it usually means that the vac is full and the ball then floats up and blocks the vac so that water doesn't get sprayed everywhere.
