1. If the heating elements have been changed or upgraded they may not have been installed correctly. the Element contacts are not completely seated.
2. the 220 V elements are burned or the may not be the correct revision for the heater.
3. You may need to call the manufacturer and check to see if the upgrade element is compatible with the the heating unit.
4. check for a faulty switch or thermo switch. A faulty regulator also may be the issue.
