Hi, I can say surely that this is a hardware problem, but it can be caused by tons of reasons.Are there beeping sounds or not? If there are, please try to count them and try to destinguish how many short and long beeps you hear.Also try to remove all hardware like RAM, CPU, PSU and clean the motherboard. After cleaning put the hardware back in and try to start the computer. These symptoms are usually connected with motherboard or CPU fault, but try the first suggestion to eliminate the possibility of a minor problem like bad connectivity of the hardware. Good Luck!
