Early model Razor MX-500. Replaced motor, control module to 5 wire, and throttle. Still, clicking inside controller but will not send power to motor. What's up?

If the cahin is rotating the rear sprocket but the rear wheel is not moving then the rear sprocket freewheel is brocken and needs replacing.
The control module normally has a low voltage cut-out to disconnect the battery when it is low. WHat you may be hearing is the relay clicking and disconnecting the battery because your batteries are low in capacity.
Have the batteries load tested to confirm.
What about if the wheel moves if it ain't on the ground
The back wheel won't move it try to move but it won't it's making a loud noise.every time you give it gas.what could that be...
