Ebay are not taking my bids. they say i have used my limit but i dont know what that is. they say it will be increased if i verify my card and identification but i have tried to do this on several occasions. when i fill the boxes in and click on continue the same page that i filled in comes back blank. paypal have said my account is ok

That way, eBay will be able to verify your identity by charign your account with the authorization $1 charge but don't worry, it will be refunded back to your card after 7-10 days. It's just to check if your card has sufficient amount. Also, contact your card issuer or bank first to check if eBay is allowed to charge your card.
Once you placed your card on eBay as your payment method on file, your buying limit will increase. You can also do the ID verify but there's a $5.00 charge to it and you won't get it back.
