Any time you are going to put an electrical circuit outdoors, you must by the electrical code, have that circuit ground fault protected. You can do this in one of two ways. The cheaper way is to place a GFCI outlet in the circuit between the power source and the outdoor blower. The pricey way is to change the circuit breaker for that circuit to a GFCI breaker. Doing that would make the entire circuit GFCI protected.
