I had the same problem. Putting together many of the posts here, I discovered that the ignitor shuts off when heated by the simmer flame. So, I took a manual lighter and held it to the ignitor and the ignitor stopped. Took it away and it started again.
I could see that the simmer flame wasn't working on that burner, so I dug into finding out why. Took apart the burner and found that there was no gas coming out of the separate tube feeding gas to the simmer flame. The jet was clean, so I removed the tube and found that it was completely clogged with something that was like sticky grease or rubber cement.
I cleaned out the tube with goof off and a rubber-coated wire, then put it all back together. Works perfectly now.
