electromagnetic flywheel and hub assembly. This just suddenly began happening. The rewind hesitates to rewind and chatters. The return bungee is intact and the more it is shortened does not change the rewind prob. Is it the hub assembly itself?

Its clear the internal hub needs to be replaced.Just replace the hub assembly.It has been damaged.

Sorry i did not get your reply.Now only it is updated here.WD40 is a lubricating solution to make it move comfortable.In many case the hub will be damaged.Let me know in future does the WD40 help you out.
The magnetic wheel is damaged; unfortunately, you can't repair it yourself. You need to have it serviced.
