EMachines E211H I want to remove not only the round horizontal base
But also the intermediate vertical piece between base & monitor so that the remaining rectangle will fit in a carryon 21X14 inches for travel. Can this be done?

I wouldn't do that if I were you. All you have to do is configure the size and position option which the monitor will display giving you the option for adjustment..
