Emergency brake stuck
The emergency brake is locked up. The handle moves freely. I removed the center console and adjusted the tension down on the brake via the cable adjustment. There doesn't seem to be any difference. The cable isn't being pulled on like one would expect after the adjustment and the rear brakes are still pretty locked. The car will move, but it's pretty obvious that brake is on.

Raise the car , use jack stands for safety, inspect the e-brake cable assemblies along the bottom of the car for any signs of impact damage. Next, spin each wheel to see if one or both wheels are affected. Remove both rear wheels , if you have drums, try to wiggle or pry the drum off with a couple of screw drivers , inspect for fallen or broken hardware, if all looks ok, roll the adjuster so the drums can be installed freely. If this is caliper style, remove caliper , press and rotate the piston inward at least 1/4 ,if your going to install new pads, go all the way in, re-install calipers and wheels, depress brake pedal until firm and recheck wheels for binding.
