Sounds like a dirty carb. Before you do anything if there is a cup on the bottom of the carb remove it and clean it out really well and clean the fuel jet. The jet may be partially plugged. Any dirt will prevent the engine from working properly. When taking it apart make sure you don't lose parts out of the float area. There should be a bot on the bottom of cup. remove it and your jets should be in the bottom of that bolt itself.
