Everytime I disconect my desktop to the modem and connect it to my laptop or vice versa, I have to disconect the power source and restart the modem or else it will not work. Is there anything I can do to stop having to go through this and waiting for the modem to restart and work?

Easiest thing is to get a router and install that between the Surfboard and the computers.
When you switch over computers, the modem sees a new mac address and it doesn't like it. That's why you have to restart it. The router gives it a permanent mac address and it then serves as many computers as you care to connect. (up to 200 or so!)
